Downlights and spotlights are quite similar in fixture structures. They are both made of aluminum fixtures, heat sinks, reflectors, optic lenses, and led light sources, but there are still some differences between them.

In common sense, a downlight is a light fixture that emits light vertically downwards with a comparatively wider beam angle. Spotlight, with a higher lumen, and narrow beam angle, is a light fixture that converges to a small area and plays a vital role in lighting, looking like a more powerful luminaire. Generally, the spotlight is directional, and angle-adjustable, so that its lighting rays will be turned to the target objects directly, making the subject easily visible, and focusing. It is often used as task lighting to highlight specific functions, such as TV walls, artworks, paintings, and photos. The spotlights can be used outdoor, for garden landscapes and buildings' elevation. It can highlight the features of the objects and make them more eye-catching.

Downlights and spotlights don't have any apparent boundaries, and they all fit your lighting needs. People are allowed to call them as they want.
